Conditions not evaluated in Actions tab on click of URL

Hi,

I have to open an assignment or display confirm harness based on a few conditions when user clicks on the URL. I have set different actions for each on click of URL with different when conditions. However, every time when the user clicks on the link only the confirm harness is opened. I checked in the tracer and the conditions are evaluated properly.

Can someone help me with this?
