Can you assign operators to specific classes within a WG?
If I have a WG that has 6 classes and 2 operators (we have someone developing on each of these VMs), is there a way to assign Operator1 to Class1, Class2, and Class3, and Operator2 to the other 3 classes?
Our issue is that, currently is someone wants to test/run a case here it will sometimes choose the VM that is being used by another developer, thus causing an error. We are trying to figure out a way to have multiple developers within a WG developing without conflicts occurring -- Is there not a way to assign an operator to specific classes?

If I understood correctly then you want achieve parallel development. This can be achieved using ruleset versioning or branch ruleset.
You can also create two access group and point it to the application with restricted ruleset version. Change the access group of operator based type of work he can perform. Set of user can access ruleset till 01-01-10 and another set of user can access ruleset till 01-01-20.
