Can we use activities or properties in framework layer that are created in implementation layer?

For example, I have created an activity sample2 in implementation layer application. Can I call it from an activity sample1 which is in framework application.

Basically, it depends on the Application Stack, ECS design and inheritance. Kindly check the Application Stack, ECS and inheritance structure in your application.
