Create circumstanced(property based) version of the portal harness. This property can be set even before the portal load either in pyDefault Data Transform (with Applies to Data-Portal) / PreDisplayHarness Activity.

No OOTB you can't I guess. If you want the display to be different based on certain conditions you can control them in UI rules of Harness.
