No I do not believe you can do this today. Rule delegation is typically reserved for business facing rules. What is a scenario or use case that it would make sense for say a business analyst to modify an HTML rule?
Client requirement - user wants to update the disclaimer text below thru delegation, and this is mapped to eForm for letter generation. When we tried paragraph or correspondence rule, those foreign characters would appear to be broken in the letter (see attached). We found that when we used a HTML rule with Property-Set-HTML, those foreign characters appeared fine in the letter.
If not a HTML rule, any idea on how we can store the text below and delegate to end user?

Yeah I would have gravitated toward an Paragraph rule, but it looks like you faced an issue with that approach. Seems like something is going wrong in the encoding that is worth pursuing since I don't think you'll be any more successful in delegating an HTML rule.
