Can I create a floating banner notification?

According to Pega design, I see the banner notification will appear at the top of the screen, but it didn't mention if it is a floating banner (meaning it is sticky)

I am wondering if there is any way I can make the banner floating (or sticky) on top of the screen) so that you will always see the banner on top even if you are scrolling on the bottom of the page
