Body tag in email treatment

Hello All,

I received one HTML content as email content. I am opening it as View Source and taking the content and saving it as email treatment. But the "html" & "body" tags are missing in the email treatment after saving the treatment. In the "body" tag the background color is present, and as it is getting removed after saving so background color is not coming.

Is it normal behavior of Email Treatment? If so then can anyone suggest any approach to resolve this.

Is this specific to any framework version? 
I haven't heard any rule like "Email treatment", can you please elaborate more on this "Email Treatment".
