app server restart after DB patching or upgrade

Hi Team,

 

while going through the below posts we see there was an enhancement request raised. Need to see further updates on the enhancement request or please  confirm us if servers restarts are mandatory after DB patching/upgrade.please suggest if there is any alternative way without server restarts.
