Change in app server during Upgrade

We have application in v 7.1.7 in Websphere/Oracle and planning to upgrade to 8.3 and change the Application server to Tomcat.

Will there be any issues that could occur due to the application server change?

What is the best way to handle this type of scenario?

Should be no problem. Follow your normal upgrading procedure (which essentially operates on the pega db alone), then follow the deployment guide specific to Tomcat.
