Apostrophe in a text not getting converted into a character

Happy New Year!
We are facing the following issue in our project. For every communication with external systems we are saving commlog details in a dedicated table. This table includes exposed columns as well as a BLOB column (pzpvstream).
One of the properties in BLOB column is holding the value “Rue de l'Autonomie”. However, when the data is retrieved on the Portal (through a Section and Report definition), the above text is coming as “Rue de l'Autonomie”. So the apostrophe is coming as HTML code and not as character.
Could you please advise how this problem can be resolved?

This issue seems to be a known one in PRPC 7.1.7 and PRPC 7.1.8. Could you confirm the version at your end and the way this property is being referred?

Thanks for your swift response.
Yes indeed we are using 7.1.8. We are doing Obj-Open-By-Handle in an activity to get the commlog instance from the db into a clipboard page. This activity is called from a flow action rule of the section we are using.
From the link above I can see HFix-22647 was delivered for this issue. How can I deploy this hotfix in my application?
