Allow access to only Reporting menu in case manager 7

I would like for a user to have access to only reporting menu in case manager and not other options. The user should be able to add / modify / run reports. Is there any user role that can be used for the purpose? I do not want to customize the code.

I do not believe there is any OOTB role for this. You'll need to define a portal meant for these users governed by its own access group and relevant roles/privileges.
