Action tab in Custom Control

Hello I need to create a custom control, but there are problems when trying to configure the Action Tab I tried to do as it is written in this article "Action Tab" and added this fragment to the code <pega: include type = "fragment" name = "pzActionSetAttributes" /> But it`s only broke the construction of the web page and I got a blank page instead of a Web page with data and fields
