Accessibility - dropdown colour contrast

When viewing the pega application for accessibility users, the onhover colour of the options listed in the dropdown comes in default from the browser used (Chorme/IE/Mozilla). When tested this for colour contrast guidelines, the combination for Blue and white in Chrome ; Grey and black for IE are not greater than 4.5:1 ratio. How can we come up with a browser independent solution for this case.

However, the hover blue color cannot be changed. It seems that it is Browser dependent style and cant be changed.
