Access Role Issue with Import CSV for update Data Type Feature - When switching Applications

Getting issue with import csv for Data Type when switching between applications.

Operator 'ABCD' configured with 2 access groups

2 Acces groups :

NICE:HOD - Default for operator (ABCD)

NOM:AminOfficer

When Switching to NOM:adminOfficer and trying to import the csv for Data Type records update , failing with error 'You are not authorised to create.midify, or lock instance of class CPFB-FW-NOM-DATA-BoardStaffNRIC'

we have already added this class Privilage - read write..etc under Access role & added it to NOM:AdminOfficer access group.

Could you please assist why we are getting issue when switching from NICE:HOD to NOM:AdminOfficer and perform Import.
