Abandoned application / self-service process - Cookie tracking

Has anyone implemented a custom cookie to identify abandoned application and be able to prompt or take the customer through to an incomplete application based on cookie tracking?

Note: I understand we may have to put together some security controls to ensure that the cookie is not used for application hijack.

This is an year old post. I somehow missed this response Requirement If a customer has started a self-service account creation case (through mashup) and if they dropoff/abandon midway, if they come back to apply for a new account, I want to prompt them about their existing incomplete application. Would you recommend using case matching or use a cookie to prompt the customer that there is a pending application for them to complete
