Error message getting displayed both at property and page level
The Requirement was to display error message at property level only,
But when validation is created for a certain property the error message is getting displayed both at property and page level.

Your requirement is to show validation error messages at field level only. As per cs framework application it will show both page level and field level.
Our support team suggested you make visibility false error section , because you need to show error message in field level only. If in future you need to show page level, you need to make visibility true for error section
As per pega design, we will show validate rule error messages both page-level and property level. If you want to show property level you need hide that error section. It is not possible to show some places error section as page level and some places at property level.
Perhaps someone on the forum can provide you with the workaround you are seeking.
