Option for new ruleset for locked rulesets while Search/Replace a String wizard

While Working on Search/Replace a String wizard , if rulesets are locked , it asks for password or skip that version . there is no option to save as in a new ruleset version , as that will help in deplpyment and previous version should not be impacted.
