Startup logs have: Error initializing PRAppLoader java.lang.IllegalArgumentException: Input byte array must be at least 8 bytes.
We cloned our development environment into the test environment. We configured the cloned copy in test to use the proper databases, passwords, etc. but we get the below error after starting the server. Any help would be greatly appreciated.

@ZPREMAN I've seen occurances of this error in past support tickets where the issue was a corrupted table copy, the first time the copy had stalled due to low storage. After Pega rules and data schemas were recopied the environment started.
Also as the error shows reference to .PegaJdbcURLConnection:
I would just check the URL configuration for the DB. Or this could this be an issue where the clone did not copy the pzPVStream data properly. One check is to get the size of pzPVStream in pr_engineclasses. If they are identical then there is in a problem in the cloning process. Also compare to the source system
Try something like this
Select Top 100 pzclass, DATALENGTH(pzbinarycontent)/1024 AS SizeInKB FROM pegarules.pr_engineclasses(nolock) order by SizeInKB Desc;

To check:

It is possible that the Schema migration didn't copy contents of this binary column that contains java classes used by Pega engine to initialize.
Did you already try to copy the schemas again making sure to include contents of all columns?
