Obj open with rule availability

Why we can't open a withdrawn rule from obj open? Why we are able to open the same withdrawn rule from open by handle? What is the difference?

With Obj-Open, you are only providing the keys so the rule resolution process would be involved; whereas, with Obj-Open-by-Handle, you are providing the specific instance you want to open.
