Which Channel

Hi all.

When creating offer flow,I have a questons about which channel. It's decision table.

If I use this decision table and choose email and sms,the offer I want to present reach to customer via email and sms??
That is customer receive two offers via different channel.Is it correct??

Now,I want to present offer via sms if email is not valid.
In the case, what should I do??
