difference between Pega version 7.2.1 and 74

We are running Pega versin 7.2.1 The most recent version of Pega is 7.4

What's difference between the two version ?

Is deployment manager available on both version? How can I access to it?

For deployment manager capabilities in 7.4, refer section DEVOPS in above link.
I am afraid, we do not have deployment feature for 7.2.1
