moving/Scrolling banner or message in the portal

HI,

Is there any out of the box option to setup a scrolling banner or message in the portal?.( the message should move from left to right )

Like " We have an upcoming maintainance on 04/25/2018 from 2:00 PM to 3:00 PM"

Hi, 

I am not aware of there is any banner related rule. 

Can you just add a small section at the top of the Harness [included in your Portal] to display the message?
