How to run Robot Manager without Pega platform application

If I have a customer, who wants some automation to be done in Pega and also wants to use Robot Manager, what should be the approach if the client doesn't have a Pega platform application and don't like to invest on Pega platform?In that case, what would be the best tool to use to manage VMs?

As I understand it, the Pega Platform is also available to clients who only have licences for Pega Robotics. They can download it but only have access to the Robot Manager functionality. I have heard this but I am not confident in the response.
