Maximum number of rows to retrieve limit is not applying for all users

Above screenshot limits the number of rows to retrieve to 100, the only place I am seeing this getting applied is on the My Work report in the user portal, this setting is ignored when i run the report from developer portal and manager portal.

What should I do to get this applied to all reports ?

I am not too sure about PE . In EE even with 7.2.1 it worked fine.

If you have access to any enterprise edition, try the features there and check the outcome.
