How to open Db viewer in 7.3 personal edition

Hi Team,

I installed personal edition 7.3, i want to create few rdb tables in pgsql, when i open installation folder prpcpersonal edition->Pgsql-> I used to find pgsql3.exe in lower version s

upon clicking it used to open a DB viewer to create tables. Now i dont see pgsql3.exe in 7.3 can u pls guide me, i need to open the viewer and create tables.
