How do we build/configure the "Multitenant Implementation Layer"?

My requirement :

Wanted to build a multitenant based system within the organization. As this is within the same organization, we would like to reuse some of the organization level rules between tenants (like SSO, Couple of Connectors).

So how can we configure within the tenant application about the implementation layer(organization layer in my case).

If we create any rule as a multitenant administrator, can that be used across all tenants?
