ERROR publishForPresence() : Failed while publishing the presence data Push Engine is not yet started or starting has failed.

Any Idea about below?

ERROR - publishForPresence() : Failed while publishing the presence data Push Engine is not yet started or starting has failed.

This is coming in production.
I have added <env name="server-push/enabled" value="false" /> to prconfig as per below post but no success.
