How is it understood that the HR Partner is an Operator in the Pega system - Configuring a Work Party?

As long as the Work Party identified needs to perform work in Pega, it needs to be an instance of Data-Party-Operator or one of its descendants, if not the operator cannot login and work cannot be routed to the party.
