Email notification to all operators in Workbasket without having party configured.

Hi Everyone, 

We have a requirement to send email notifications to all operators in a Workbasket. I used NotifyAllAssignes option in SLA. 

But email is going to only few operators, not to all operators. 

Is there anyway to send email to all operators in Workbasket other than "NotifyAllAssignees"?

Please advice.
