Report data defaulting as a web page instead of Excel

While trying to save a report from the report viewer, the 'Save As Type' defaults to "Web Page " . Customer wants this to be "excel" as default. Please find attached document for steps to reproduce.

Is this a normal behavior in Pega?  Is there any way to change it to excel?

This is the expected behaviour. You can get it ignore the formatting by selecting the option "Ignore formatting when exporting to excel" on the data access tab of the ruleform. Then import the data into excel.
