Create a new Pega application without any ruleset does not work - 7.1.8
Customer would like to create a Branch application for parallel development, hence it does not have any application ruleset. This is as per the PDN guide/tutorial
However while creating it using Pega 7.1.8, we cannot create an application without any Application ruleset.
Steps: (as per PDN tutorial)
1.In the Application Explorer, create an application rule by right-clicking the application and selecting Create > Application Definition > Application.
2.In the Create Application form, enter the name for the application in the Label field.
3.Enter a version in the Version field.
4.Select an available ruleset into which to save the rule from the Add to ruleset menu.
5.Click Create and open.
6.On the Definition tab in the Edit Application form, select the Include Parent check box.
7.Click Save
Saving throws following error as below:
pyRuleSetList: Value cannot be blank (attached)

Ceate a new application, built on any application. Do not add any Application ruleset. Save the Application rule. Try it on another Pega 7.1.8 system, same behaviour.

In Pega 7.1.8 there was an enhancement to the product for not to allow application creation without any rule sets.
The PDN article which is mentioned is incorrect. From pega 7.1.8 in order to create an application we should mention at least one ruleset.
This was implemented as part of BUG-185644: Application Validation allowing apps with no rulesets.

Hi Tobias,
I have a work around for this problem.
1. Create a new Branch in the parent Application.
2. Create a new Branch Ruleset.
3. Save the parent application.
4. Remove the branch from the parent Application, save the parent application.
5. Create the new(branch) application
6. Check include Parent check box, and add the branch ruleset which has been created earlier.
7. Save the newly created application.
Please let me know if this helps.

The attached image shows that new application (for branch) is created upon PegaRULES, instead of the application for which the branch is created.
