Create mobile app  using personal edition 7.1.8

Can I create mobile app using personal edition 7.1.8.

I am trying to build and brand a hybrid mobile application.

Hi

You need to have Pega Mobile Client which  is a service that enables mobile apps to be built quickly from the Pega 7 Platform. This service requires a separate license, which provides access to the Mobile tab in Designer Studio, where you can build mobile applications. So I dont think it can be done via personal edition .
