Hi,
Instead of "EST", could you please try with "America/New_York". I have tested this API in following manner, it looks to be working. I think 3 letter acronyms, e.g. EST, PST doesn't consider DayLight Saving. So, yes looks like the issue is with DayLight.
@DateTime.CurrentDate("MMM dd yyyy hh:mm:ss a", "America/New_York")
