Organizational setup in 7.1.8
Can any one help me about how to create organization setup in 7.1.8?

Can you explain what you mean by Organizational Setup?
If you are asking about creating the Organization, Division and Unit which gets mapped to the Operator then it remains the same as we do in any 6.X versions.

Launch 'Organizational Chart' landing page and right click any one of the existing organization.
You will be shown a menu; choose "Add Node" from it. "Add Organization" modal will appear and this is how I start my organization setup.
The same 'menu' I had mentioned above can help you add Divisions / Units / Operators as per your requirements.
