Parse XML issues in 7.1.8

We have issues with Parse XML rules post upgrade from 6.3 to 7.1.8

Most of the parse rules are not working which were working in 6.3 and I heard from Support that there was change in Parse logic.

Specifically parse xml rules are not accepting "&" characters in XML unless they are escaped.

Is there a setting that could revert parse logic and work as its working in 6.3 ?
