Rule upgrade failure - table deadlock

During rules upgrade we faced an issue with respect to ‘pr4_rule_vw’ table due to some deadlock issues.

Reorganized and rebuilt the indexes of ‘pr4_rule_vw’ table followed by updating the statistics. Then Resume the rules upgrade by running resume.bat from the installation media scripts folder.
