Converting case attachments into JPEG / PDF

Is it possible to convert the case attachments into JPEG / PDF files and store in a filesystem? I am using very old version of Pega (4.2) so not sure how to progress with the coding. Will decodebase64 function convert an attchment records to its native format?

Also if we can somehow convert the attchment record into JPG / PDF, can we save it back to the database just as normal LOB / BFILE so that it can be read directly from the database as image.
