This is a great feature which I would love to have.
But I am not in favor of getting emails whenever a case has met some condition or some update has happened to a case. I would prefer notifications similar to facebook or LinkedIn or for that matter google+. All the web interactive websites seems to have badge form of PUSH notification. Perhaps integration with Comet would be a good idea.

The current version of Pega Express has notification options when the goal or deadline time for a step is reached. This can be configured from the "Goal & Deadline" tab for a step.
The full Pega 7 product provides a comprehensive set of notification options.
