On a case step, when editing a form, we can add a data reference to the form which allows a user to choose from a preexisting list of records for the data type. We can also create a field group based on the data type. However when adding the field group, the user is not able to select values but rather they must manually type in values for each data field...and those values are not saved to teh data type. So this feature set is completely perplexing and confusing for users.

Ideally, if we have added a field group to the form, there should be an option to treat that field group as a data reference where a user can select values for each row in the UI. I will send you a screen capture explaining my thoughts in more detail.
