Tomcat does not start when upgrade from 5.2 to 7.1.8

Getting the following error:

Caused by: com.pega.pegarules.pub.context.InvalidConfigurationException: Data-Admin-Requestor instance "sdev718!BATCH" not found

sdev718 requestor name was hardcoded in the DSS and that was used to launch the PRPC
As a work around we are passing prpc(<env name="Identification/SystemName" value="prpc" />) as a requestor in the prconfig file to bring the server up
