SSA ECS quiz answers creates confusion

In the above questions, I guess Division layer is the best place to keep the rule than in the implementation layers as the question speaks about divisions. Please clarify

Hi,

I am answering the second one here but the approach is used for the first one.

A and B do not have the FW so they are wrong.

Your FW will never compile if a version of the GetRating is not in the FW

Problem with D is  MyCo-DivA- does not inherit from the MyCo-FW-LoanApp-Work

So this is C.
