Query on SSA (7.1) on Circumstance

I understand that when we check the 'Base Rule' flag, all the circumstanced rules in the below versions will be ignored. But, I also see that this flag is available for a circumstanced rule as well. In that case, will it consider the current circumstanced rule where the 'Base Rule' flag is checked for rule-resolution?
