Property Message Display with Custom Control

In Pega 7.1.7, I am using a Cutom control inside a Dynamic Layout.

But post validation the property message where Cutom Control  is used (Telphone) is not showing as expected as it showd be for Dynamic Layout.

I expect the message for Telephone should be in the same format as in User ID.

 

Here is the snippet of my html control code; please suggest if I missed anything.

This worked great except when using accessibility (PegaWAI).   When using accessibility you do not get the entire error message, you only get "Error:".  In my section I have a city text box and it has the full error message (Error: This field may not be blank) ; however, I have a custom state dropdown but the message is missing (Error: ), any ideas?  When not using accessibility I get the full error message for both.
