Localization Tools

Hello, I have questions.
First, after instalation Pega 7 on linux and configuring web sphere(linux). And after install product from other stend,  we have  don't work localization tools.
But on old stend on TOM CAT and Windows this tools work normaly.

Second, what we have: We can add new languages and re-translate. XML file  have non-correct format.
And after "Translation in progress" on last step? we have that our rules don't translated.

But on old stend all right.
