How to get privilege for given user id

Are there any way to get the privilleges, for given user ID ? (Not the login user id)

If you are a user with the appropriate privilege, you can go to DesignerStudio > Org & Security > Organization > Operators, open the operator in question, and this will display the Acess Groups accessible by the operator. You can then use this to drill down and find the appropriate information.
