During rules upgrade issue stating ,System-Work-Indexer class is missing occurred causing rules upgrade got failed

Got the following error:

m.pega.pegarules.pub.clipboard.InvalidParameterException: InvalidParameter Class not defined in dictionary: System-Work-Indexer aClassName

Modify the  Indexing/enabled  Dynamic system setting to false from true. Perform the rules migration again . After the upgrade make sure the Indexing/enabled Dynamic system setting is set to true
