Also, please add some more details of the use case you are trying to achieve. If you want a business user to be able to update the data, you can use delegatable rules, however, that would depend on the source you are using for the dropdown.

Source the dropdown using a parameterised data page.

To be able to achieve the above functionality, you need to create a requester level data page whose values will depend upon the user access group or role ie the loading activity should check the user access group/role/Id to load relevant data on page. This data page will be source of the drop down property in UI.

The data fetched by data page will be delegated to user to be able to maintain user relevant list.

You can create a requester level data page where you can specify Data transform or activity & in that data transform/activity  you can set the property(eg: Primary.pxResults(<APPEND>).pyLabel="ABC") based on the access group or user id.
