After upgrading from P6.2.1 to P7.1.9 our upgrade team completed the "tolerance level" without much trouble.
We then started working on the "compliance level one"...
While we tried to replace list-to-list controls in the application with Build-A-List we faced a serious blocker.
The parameters section of the action-set was missing and it always showed No Parameters
This prevented us from building a dynamic user interface...

SR-A93664 was raised and the following resolution provided by pega resolved our issue.

Rendering action-set parameters in the developer studio relies on Rule-HTML-Section.pyActionApi
Lot of sections with the same name are defined for Embed- and its child classes in the Pega-UIDesign ruleset.
These sections were not cached as expected in pega_rules.pr_sys_appcache_shortcut
Truncate the following tables and restart the jvms.

• pr_sys_appcache_dep
• pr_sys_appcache_entry
• pr_sys_appcache_shortcut
• pr_assembledclasses
• pr4_rule_sysgen
