I found the below statment in the Ruleset Section of the First Charpter in the SSA 7.1 Course.
Check-out
The check-out button appears when the ruleset the rule belongs to is unlocked, uses check-out and the operator is allowed to check out rules.
I guess it has to be like as below as versions only can be locked but not the rulesets. Please let me know if my understanding is wrong.

Ruleset and Ruleset Version are two different rule types. The Ruleset Version can be considered a child of the Ruleset.
For the checkout button to appear when an instance of a Section rule "SelectBenefits", for example is displayed, several different rule instances need to be modified:
1. Ruleset rule type, for example "SAE" would need to have "uses check-out" selected
2. The operator record would need to have the box checked to allow checkout.
And finally, the rule instance, for example a section rule "SelectBenefits", is in a Ruleset Version, for example "SAE 01-01-05" that is unlocked.
Consider 1 and 2 what needs to be configured in the system for the check-in check-out capability to exist. The visibility of the check-out button is going to be visible and active only when the rule is unlocked for editing. Locking and unlocking of a Ruleset Version is for version control.
Hope this helps clarify where the configurations are done.
