Circumstancing quiz question - explanation please?

I was wondering if anyone would help me understand the reasoning behind the incorrect answers on this Circumstancing quiz question #2, i.e. why each of them are incorrect?:
Assume that there are no other “ApproveLoan” or related rules other than those specified below. Which of the following scenarios is allowed by the system? (Choose One)
2 Rules: ApproveLoan (not circumstanced), ApproveLoan (Start Date: [blank], End Date: 12/31/2013)
3 Rules: ApproveLoan (not circumstanced), ApproveLoan (.OriginProvince = Ontario), ApproveLoan (.AccountID = C1234)
1 Rule: ApproveLoan (.CreationDate As-of 1/1/2042)
2 Rules: ApproveLoan (not circumstanced), ApproveLoan (.MortgageRate > 0.05)
2 Rules: ApproveLoan (not circumstanced), ApproveLoan (.OriginProvince = .PropertyProvince)

Hi,
2 Rules: ApproveLoan (not circumstanced), ApproveLoan (Start Date: [blank], End Date: 12/31/2013) is incorrect because a "Date Range Only" circumstanced rule must have a Start Date.
3 Rules: ApproveLoan (not circumstanced), ApproveLoan (.OriginProvince = Ontario), ApproveLoan (.AccountID = C1234) is incorrect because once you choose Single Variable Circumstancing all the variants must be Circumstanced using the same property.
1 Rule: ApproveLoan (.CreationDate As-of 1/1/2042) is incorrect because you can not have a circumstanced rule without a base rule.
2 Rules: ApproveLoan (not circumstanced), ApproveLoan (.MortgageRate > 0.05) is incorrect because you cannot use inequality as a circumstancing condition.
2 Rules: ApproveLoan (not circumstanced), ApproveLoan (.OriginProvince = .PropertyProvince) is incorrect because you cannot compare two different properties as a circumstance condition.

After reading your answer, this has confused me. So, can you please confirm the following:
2 Rules: ApproveLoan (not circumstanced), ApproveLoan (Start Date: [blank], End Date: 12/31/2013) is correct because a "Date Range Only" circumstanced rule can have a Start Date or End Date, and can have them both as well. Only one of them (Start Date or End Date) is required, not both.

Thank you for taking the time to respond to my question. The quiz question I posted was cut-and-pasted straight out of the course quiz and included the correct answer (my apologies for any confusion):
(Correct answer) 2 Rules: ApproveLoan (not circumstanced), ApproveLoan (Start Date: [blank], End Date: 12/31/2013) is incorrect because a "Date Range Only" circumstanced rule must have a Start Date.
I have not had a chance to try and comprehend all your comments. I find that circumstancing is a tough concept for me to grasp, and think that your comments will help me work through the logic.

I have to admit I was a bit confused when I read this post as all of Henry's answers suggested there was no correct answer. I just think it was a typo. However I want to make sure you have the right information moving forward.
The CORRECT answer is 2 Rules: Approve Loan(not circumstanced), ApproveLoan (Start Date[blank], End Date 12/31/2013)
And here is why straight from the Lesson - Identify Different Kind of Circumstancing at the bottom of the page:
When specializing by date, only two additional values can be specified. The Start Date and the End Date. Only one of these is required, though both can be, and often are, specified. The system executes this version of the rule if the current time is after the start date, but before the end date. If either the Start Date or End Date is missing, then this becomes an open ended circumstance, which applies to all after a specified start date or before a specified end date.
